The role
Natural Resources Wales (NRW) is looking for an experienced and motivated Team Leader to manage the delivery of a technical service across facilities and fleet asset management. This role is central to enabling the day-to-day operations of NRW, supporting business continuity, and driving service improvement. You’ll lead a technical team, providing expert advice to transformation projects and ensuring compliance with legal and statutory requirements.
As Team Leader, you’ll oversee strategic asset management functions including reporting, health and safety compliance, risk management, and managing outsourced contracts. You’ll bring significant experience in asset and contract management.
As an organisation we support flexible working. You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

The Facilities Technical Team plays a vital role in delivering high-quality, specialist support across NRW’s built estate. This team is responsible for ensuring that assets are safe, compliant, and fit for purpose, while also driving innovation and continuous improvement in service delivery. Their work underpins the smooth running of NRW’s operations and contributes directly to the organisation’s ability to serve the people and places of Wales.
Working as part of the wider Facilities Management Team, the Facilities Technical Team collaborates closely with colleagues across finance, health and safety, and outsourced service providers. This integrated approach ensures that asset-related services are delivered efficiently and strategically, with a focus on customer experience and operational resilience. The team also engages with transformation programmes, audit and risk functions, and other business support areas, helping to shape NRW’s future through expert advice, data-driven decision-making, and a commitment to best practice.
What you will do
The successful candidate will deliver advanced technical advice on all matters relating to Asset management and:
- Manage the delivery of statutory compliance through H&S policy & guidance monitoring & development.
- Ensure audit and risk management is delivered relating to H&S aspects of Facilities management.
- Lead on delivering complex/challenging project management:
- Manage/advise on any CDM-related project work.
- Lead on procurement of small to medium sized contracts up to £10milion.
- Manage the delivery of a high standard of auditable contract management.
- Lead on the delivery of large infrastructure projects in the built environment, including compliance with statutory obligations:
- Provide advanced technical advice on building fabric and condition to a high standard.
- Support the delivery a Facilities Audit programme.
- Deliver work in a customer focused way.
- Manage a small team of Facilities & Fleet Management technical staff
- Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills
In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.
- Minimum professional status as Member of BIFM, but preferably RICS or BIFM qualified to Certified or Chartered status (or working towards qualification).
- Holding minimum qualification of general certificate in NEEBOSH or equivalent.
- Proven track record of delivering strategic Facilities management technical advice in relation to H&S, procurement, building maintenance specification and special planning.
- Experience of large and complex project management.
- Proven track record of delivering in a built environment.
- Proven experience of managing large/complex contracts.
- Proven experience of managing customer-facing services.
Welsh Language level requirements
- Essential: Level A1 - Entry level
