The role

This is a rare and exciting opportunity to play an instrumental role in the Landfill Emissions Reduction Project (LERP) at Natural Resources Wales. As part of a dedicated team, you will help deliver the Welsh Government’s Net Zero Carbon Budget 2 (2025–2027) by tackling the environmental impacts of both closed and operational landfill sites.

This is a fixed term role until 31 March 2027.

In this role, you’ll plan and deliver detailed landfill gas audits to improve gas capture, destruction and utilisation, while advancing our understanding of flaring performance across sites. Your work will directly enhance the accuracy of national emissions modelling and inform strategies to reduce greenhouse gas emissions from changing waste streams.

Collaboration is central to the role—you’ll work closely with DEFRA, other UK regulators, and colleagues across NRW to share expertise and drive consistent regulatory approaches. You’ll also respond to environmental incidents, undertake investigations, and apply our Regulatory Principles to secure compliance, take proportionate enforcement action, and deliver measurable environmental benefits.

This is a dynamic position where your technical expertise, problem-solving skills, and commitment to sustainability will make a tangible difference to Wales’ journey towards net zero.

As an organisation we support flexible working. You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

What you will do

  • Contribute to the delivery of Welsh Government’s Net Zero Carbon Budget 2 (2021–2025) through the Landfill Emissions Reduction Project (LERP), focusing on the environmental impact of both closed and operational landfill sites.
  • Analyse and interpret complex information, undertake research to maintain the landfill database and visualize landfill gas data; produce documents that inform regulatory decisions and business planning and on the progress of the LERP project to Welsh Government and NRW.
  • Lead and manage significant programmes of work, including responsibility for the LERP gas database and successful delivery of landfill gas audits and reports.
  • Contribute to the wider NRW landfill sector and represent NRW in technical and strategic groups, including UK sector forums by providing specialist expertise, acting as a local expert or sector lead in regulation and environmental monitoring, and influencing operational decisions and to promote consistent regulatory approaches and best practice.
  • Identify and address non-compliance through targeted interventions that minimize environmental impacts, while collaborating with operators and senior company representatives to develop regulatory strategies.
  • Coach and mentor team members.
  • Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills

In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.

  1. Extensive knowledge and experience of either working in a regulated industry or as a regulator. 
  2. Good understanding of commercial business processes and pressures. 
  3. Ability to communicate effectively with regulated business and the public, explaining complex issues and gaining support by influencing.
